Immigration New Zealand regularly update their lists of skill shortages in New Zealand, which they categorise into Long Term Skill Shortages, Immediate Skills Shortage and Canterbury Skill Shortages. Long Term Skill Shortage List (LTSSL)

If you have previously or you are currently working in an occupation listed on the Long Term Skills Shortages List, and have the specified qualifications and work experience you may qualify for residence under the Skilled Migrant Category, without requiring to obtain an offer of skilled employment.

Canterbury Skill Shortage List (CSSL)

Immigration New Zealand use the CSSL for temporary work visas under the Essential Skills instructions. The CSSL contains occupations required during the Canterbury rebuild, following recent earthquakes in the region.

If you have you are working in an occupation listed on the CSSL, have an offer of employment in New Zealand and have the specified qualifications and work experience you may qualify for a Work Visa.

Immediate Skill Shortage List (ISSL)

Skills shortages vary from region to region and this is acknowledged by Immigration New Zealand, who have produced an Immediate Skills Shortages List, mainly to enhance and streamline the processing of work visas and approvals in principle required for work visas where there is a known regional labour market skills shortage. For most occupations you will need to have the specified qualifications and work experience unless they are MANDATORY. If you meet the requirements on the list and in immigration instructions, INZ will accept that no New Zealanders are available for the position(s).
